The Royal Docks and Beckton Riverside (RD+BR) Opportunity Area Planning Framework (OAPF) has been adopted by the Mayor of London as a London Plan Guidance (LPG). Thank you to those who have taken the time to speak to us and participated in the consultation. All the feedback we've received has been carefully reviewed to help shape the final adopted OAPF.

Background
The Royal Docks and Beckton Riverside is designated as an Opportunity Area (OA) in the London Plan and is one of the largest regeneration areas in London. Prepared jointly by the Greater London Authority (GLA), Transport for London (TfL), LB Newham, and the GLA Royal Docks Team, the OAPF provides a planning framework to guide emerging and ongoing development in the area and sets the context for the proposed extension of the DLR to Thamesmead via Beckton Riverside. The RD+BR OAPF identifies the potential, with transport and connectivity improvements in place, for the OA to provide 36,300 new homes and create 55,800 new jobs. The RD+BR OAPF is guided by the Mayor’s Good Growth objectives and has been informed by engagement with stakeholders and local communities.
Funding
Delivering any major new public transport scheme in the area will depend on the scale of new growth to make a strong case for investment and on the availability of funding for construction. Many of the transport schemes identified in this OAPF require significant investment and are currently unfunded.
Next steps
In June 2023, TfL and partners submitted a Strategic Outline Case (SOC) to Government. The business case outlines how an extension of the DLR could have a transformative effect on the area. See the full press release here.
This OAPF will support business cases and associated technical studies, to unlock public/private funding for transport improvements. This includes work related to the DLR Extension to Thamesmead via Beckton Riverside.

We just wanted to let you know that we have also one survey on delivery and implementation of this strategic framework. Realising the area's potential and ensuring smooth delivery of this OAPF will rely on close collaboration and positive partnerships between the GLA Royal Docks, LB Newham, stakeholders, developers, utilities providers, and the people that live, work and play in the area.
Building on the Mayor's Good Growth objectives and the Towards a Better Newham strategy we want to ensure that growth will be delivered locally, fairly and democratically. That's why we see existing communities, forums and residents as an integral part of this process.

Back in 2019 when this project first started, we spent the months of June to October speaking with and listening to local people and stakeholders around the Royal Docks and Beckton Riverside. This helped us understand the complex challenges and opportunities and became the basis for the draft Vision and Principles.
To make sure that we take on board your thoughts and aspirations about the vision of the Royal Docks and Beckton Riverside, we launched another round of engagement about 'Vision and Principles' (V+P) in Autumn 2020 . The results of this round form the basis of the OAPF consultation draft , ensuring that the Royal Docks and Beckton Riverside becomes: a lively, healthy place, a connected resilient place, an enabled innovative place and an empowered diverse place.
